Reports, correspondence, and related materials documenting a wide variety of the department's activities, including passage of the original 1939 Civil Service Act (1937-1939); civil service rules, interpretations, and revisions (1939-1973); relations with various unions, particularly the American Federation of State, County, and Municipal Employees (AFSCME), International Union of Operating Engineers, Minnesota Teamsters Public and Law Enforcement Employees Union, and Municipal Drivers, Helpers, and Public Employees Union (1945-1976); and packers and grain weighers strikes (1945-1948). Also contained in the files are minutes of the Civil Service Commission (1968-1969), Civil Service Board (1970-1971), and State Employees Insurance Benefit Board (1969-1973).
